Kenya’s IPOA Strengthens Oversight through UNESCO Workshop on Freedom of Expression

At the request of the Permanent Delegation of Kenya to UNESCO, a one-day workshop
was organised for members of the Kenyan Independent Policing Oversight Authority
(IPOA). The training covered international standards on freedom of expression, the
safety of journalists, and the challenges posed by misinformation, disinformation, and
hate speech. The workshop was held on 24 September 2025 at UNESCO Headquarters
in Paris, France.
The initiative aimed to enhance IPOA’s capacity to promote police accountability and
professionalism, while fostering constructive relationships among police, journalists, and
the public. Ultimately, the workshop supports transparency, democracy, and the rule of
law in Kenya.
Amb Prof. Peter Ngure delivered the opening remarks. He expressed Kenya’s
appreciation to UNESCO for its unwavering commitment to advancing freedom of
expression and the safety of journalists. He commended IPOA for its oversight role in
strengthening accountability and professionalism within Kenya’s police sector, stressing
that IPOA’s participation demonstrates a strong dedication to fundamental freedoms and
the rule of law.
